The National Popular Vote Interstate Compact is an agreement among a minority of States - about 20 to 22 - to cast all of the their Electoral Votes for the Presidential candidate that tallies the most popular votes, as first announced by the senior election officer in each of the 50 States, plus the District of Columbia.
The collusion compact goes into effect once they have signed up enough States to cast 270 or more Electoral Votes for the same candidate, disregarding the other States and thus controlling future Presidential elections.
