The United States has never been an outright democracy. The term "democracy" was never used once in any of the founding documents.  A democracy is Tyranny by Majority - the United States is designed against that to protect, instead, Individual Liberty.

Our States collectively are the Boss of the Federal government and sit in designed counterbalance to it.

It's a matter of Assignment. For the US Federation, the Founders considered and rejected having the US population elect the President. They assigned that right, role and responsibility, instead, to EACH of the STATES. On purpose.

The United States was DESIGNED, with Checks and Balances.  The STATES elect the President, using specially-chosen Electors (and NOT the population), to cast the STATES' Votes.

The President is to govern the Federation of STATES. Our STATES are designed to govern us domestically.

Elections have always been STATE affairs, not national.  Election problems stay within a single State should they arise, and do not impact voters or any other State.

The National Popular Vote scheme shifts the influence away from the smallest States making the largest States more influential. And the smaller States virtually irrelevant!  Remember, each STATE in our Federation thinks and acts through its Legislature. 
CALIFORNIA's voters will ALSO now determine this same percentage of the decision in each of the NPV Compact States, too - much more than the voters in that State do!
