As the nation's capitol, the District of Columbia is not a State. Since 1963, DC has 3 Electoral Votes, but in a Contingent Election for President in the House - where it is One State, One Vote - DC does not get a vote. (The District has 1 Representative in the House, but has no Senators in the U.S. Senate.)
