The NPVIC Language

The language of the National Popular Vote Interstate Compact (NPVIC) scheme is identical among the NPV contracting States in all meaningful ways. (Contracts are actually called "Compacts" or "Pacts" when two or more governments enter into them.)  Some variations appear to allow for differences in office titles, State-specific phrases, etc.

​The State of Washington was the 5th State to join the plan, joining on its first request in April 2009.

It's about WHO chooses your State's Electors

The National Popular Vote Interstate Compact scheme, literally by the use of a simple Contract of Collusion among a minority of States, simply changes WHO selects the State Presidential Electors.  For those misguided States that sign on, their Legislators have GIVEN AWAY the control of who picks those Electors from residents of the State to people who have nothing to do with the State!

Based on the 2020 election reported popular voting results, this list shows WHO will make the decision of WHO the NPV-colluding States will name as their State Electors!  Their Statewide voters' decision is IGNORED, though their total votes are part of the national vote totals. (This fact violates most State Constitutions, by the way!)  The national popular vote tally is what the NPV Secretaries of State say that it is, based on 50 States, plus DC first public announcement of their vote tallies are. NO ALLOWANCE NOR CHANGE IS ALLOWED for RECOUNTS!  It is how they avoid the problem of Recounts, believe it or not!!

State voters in States that do NOT join this devious scheme retain FULL control of the choice of who THEIR Electors are.  But it won't really matter, because the NPV-colluding States will control the election with their 270 Votes all going the same way regardless of the results of any

Instead of a voter's vote being ONE in say, Michigan's 5,539,302 votes, that voter's vote is now ONE in 158,590,332 votes!

Here is WHO chooses YOUR State's Electors -
​only if your State joins the NPV scheme!

Federalist Papers No. 51 Full text - Solving 'the Great Difficulty' of Self-Governance
This is James Madison's (or Alexander Hamilton's!) excellent explanation of the problems that they faced in creating a new system of self-government. "If men were angels, no government would be necessary."   The way they solved this dilemma is ingenious, and has resulted in the oldest Constitutional government in the world today!

Federalist Papers No. 68 , Full text - The Mode of Electing the President
Alexander Hamilton published this piece in The New York Packet in March 1788.  In it he describes the method by which the CEO of the Executive Branch of the new federal government would be chosen.  An election by the States, using Electors specially named to serve this one and only, very narrow function.
​It is about the only part of the entire Constitution that was unanimously agreed to, without much objection!
